It's quicker to head over to the Mattermost and ask there for someone to make you an account, however you can request one here and eventually someone will approve it. To prevent spam you'll need to use a somewhat popular email provider. If you want to use something else you'll have to go ask on Mattermost.

Once the account is approved, you will be emailed a notification message and the account will be usable at login.
